What is the ADIP scheme?

ADIP (Assistance to Disabled Persons) is a Government of India scheme administered by the Ministry of Social Justice and Empowerment. It provides free assistive devices — including hearing aids — to persons with disabilities who meet income criteria. For hearing care, ADIP is the primary government support mechanism for families who cannot afford hearing aids privately.

Who is eligible?

To qualify for ADIP, you must: have a disability of 40% or more (for hearing loss, this corresponds to specific audiometric thresholds in the better ear), be an Indian citizen, and have a monthly income below ₹20,000 (individuals) or ₹2.5 lakh per annum (families). Children up to 10 years of age from families below the poverty line are prioritised.

What is the process?

Step 1: Get a disability certificate from a government hospital's medical board. This requires an audiometric assessment showing the degree of hearing loss. Step 2: Apply to an ADIP-empanelled implementing agency in your state. These include government hospitals, NGOs, and welfare departments. Step 3: The implementing agency assesses eligibility and, if approved, supplies the hearing aid. The type of hearing aid provided is basic — for more advanced devices, families typically supplement from their own resources.

Limitations of the ADIP scheme

ADIP hearing aids are basic devices and may not be appropriate for complex hearing loss patterns. The process can be slow — expect 2–4 months from application to device. The scheme doesn't cover cochlear implants (there's a separate National Action Plan for children), batteries, or ongoing audiological care. However, for families who need basic amplification and cannot afford private hearing aids (which range from ₹15,000 to ₹2,00,000+), ADIP is a meaningful support.
